The reason why some United States citizens are without any coverage in spite of the existence of public and private health insurance programs is because it is far too expensive if the individual is not being subsidized by an employer or is retired and unable to afford private insurance. Indeed, the United States health care market is referred to as "imperfect" because it does not allow for all people to take advantage of medical services -- only those who are either covered through employers or can afford their own private policies. The major players in the United States health services system -- which include physicians, health service institution administrators, insurance companies, large employers and the government -- are often at odds with one another and wholly unable to provide the necessary health care the elderly require.
